Glass packaging and circular economy: strengths, weaknesses, outlooks

Glass packaging is considered a role model for the circular economy. But weight, transport and energy-intensive melting processes all affect its climate footprint. Glass is 100% recyclable – time and again without any quality losses. This fundamentally sets the material apart from most plastic packaging units where clean-grade sorting, additives and infrastructure limit recycling. What’s more, glass neither releases nor absorbs any of its ingredients. It is inert – a property of particular relevance to food and pharmaceutical packaging. 

Recycling: works while not achieving the 100% mark yet

The recycling rate for glass packaging stood at 85.2% in Germany in 2023. The European average collection rate for glass packaging recycling amounted to 80.8% in 2023 – as shown by current figures published by the “Close the Glass Loop” initiative. According to FEVE (The European Container Glass Federation), an estimated 85% of the collected waste glass is actually processed into new bottles and glass in a closed loop – so-called bottle-to-bottle-recycling.

The industry-wide target: 90% by 2030.

Where glass packaging recycling comes up against limits

Weight is the key drawback of glass versus plastics. Glass bottles are heavier meaning higher CO₂ emissions with longer transport distances. Which is why regional reusable glass boasts the best environmental footprint – reusable bottles can be refilled up to 50 times, according to the “Verband Deutscher Mineralbrunnen” (Association of German Mineral Wells). By contrast, over long distances reusable glass bottles do significantly less well. Production itself is also energy-intensive: the melting of glass requires very high temperatures. But the industry is working hard to make fundamental changes in this regard. This can only be achieved by a shift in key technologies, not through efficiency gains.

How the container glass industry is decarbonising

The German “Bundesverband Glasindustrie e. V.” (Federal Association of the Glass Industry) in cooperation with the “Institut für Energiewirtschaft und Rationelle Energieanwendung” (IER – Institute for Energy Economy and Rational Energy Application) of Stuttgart University has analysed three transformation pathways. The most promising one is a gradual switch to hybrid melting technologies – combining electricity and natural gas with the aim of GHG-neutral glass production by 2045.

Natural gas is regarded as a transitional solution: in the long term, it is set to be replaced by green hydrogen. In so-called super-hybrid furnaces, 60 to 80 per cent of the melting energy would then be generated electrically, with the remainder coming from hydrogen combustion. The FEVE Decarbonisation Report 2024 sets out the progress made by the European industry in this regard.

At 4.1 million tons annually, the container glass industry accounts for the major share of the 7.4 million tons of glass produced in Germany. If production becomes greener, the total environmental footprint of glass packaging will also improve.

Linking closed loop production, recycling quality and climate-neutral manufacturing is therefore one of the industry’s crucial questions of the future. At glasstec 2026 Circular Economy will therefore feature as a Hot Topic once again.
